We are a Government Trading Enterprise. This means we operate within commercial principles to provide quality services, conduct our procurement activities ethically, honestly and fairly, and we actively look for opportunities to maximise long term value for the benefit of our customers.
We look for opportunities to partner with local suppliers
As part of our commercial operations, our teams explore local industry capabilities and give back to the communities we serve however we can. This includes supporting regionally-based businesses.
We buy value-for-money goods, services and works from local suppliers in our regions wherever possible - it’s built in as part of our procurement processes and in line with the Western Australian Industry Participation Strategy (WAIPS).
All prospective suppliers are encouraged to register with Tenders WA to receive alerts on relevant tenders.
Aboriginal and Torres Strait Islander businesses is important to us
Aboriginal communities and people are a large part of our community.
To create access to opportunity, Aboriginal businesses are strongly encouraged to register with Supply Nation and the Aboriginal Business Directory of Western Australia, as these are the two key registration databases which the State Government searches for prospective contractors.
If there are no public tenders, prospective local industry suppliers are also welcome to register an interest to work with us.
Supplier need-to-knows
Through a range of procurement processes we buy: construction, consultancy, corporate services, fleet, logistics, maintenance services (electricity related and non-electrical), major equipment, minor equipment and consumables, property management, SCADA and retail services, technology and temporary labour.
Our major purchases are usually subject to an open tender process. We frequently invite expressions of interest and requests for quotation for smaller pieces of work, primarily in the construction, technology and maintenance spaces.
Horizon Power sourcing processes are streamlined according to the risk profile associated with the requirement.
As a general guide, we purchase through the following procurement processes:
- Direct sourcing (restricted process)
- Requests for Quotation (RFQ) (open or restricted process)
- Requests for Tender (RFT) (open process)
- Expressions of Interest (EOI) (to understand how a good or service can be provided)
We invite suppliers to respond to open tenders through Tenders WA. We also recommend that you keep your website, promotional materials and Supply Nation profile (for Aboriginal and Torres Strait Islander business) up to date at all times. This helps us to identify potential suppliers in circumstances where we can direct source, or invite a restricted number of suppliers to respond to a quote.
Horizon Power does not require pre-qualification of suppliers, however all suppliers that have negotiated an active contract (including a purchase order) will be required to complete the process to become an accredited supplier. All suppliers must comply with our Purchase Order Terms and Conditions.
Where a contractor is providing a service to the public on Horizon Power’s behalf, the contractor must ensure that the activities are undertaken in an accessible manner consistent with our Disability Access and Inclusion Plan (DAIP) and in accordance with the specifications of the contract and scope of work. The contractor must report (using the reporting template that is prescribed in the contract) to their Contract Manager by 30 June each year.

Local Capability Fund (LCF) Grant funding to assist small and medium enterprises (SMEs) in WA to increase their capability and competitiveness as suppliers of products, services and works to the Western Australian State Government, major projects and other important markets. Updated vaccination requirements to attend Horizon Power premises
In accordance with changes to the WA State Government’s mandatory COVID-19 vaccination policy (in line with health advice), from Friday 10 June 2022 it’s no longer mandatory for suppliers, contractors, subcontractors and personnel attending Horizon Power premises to be vaccinated or to provide proof of vaccination against COVID-19.
The WA State Government’s Restrictions on Access (Revocation) Directions revokes, as at 12:01am on Friday 10 June 2022, the Critical Infrastructure Worker (Restrictions on Access) Directions (No 2) which previously contained the mandatory vaccination requirements applicable to persons attending Horizon Power’s premises.
Removal of travel restrictions for remote Aboriginal communities
From Wednesday 15 June 2022 restrictions to remote Aboriginal communities will be removed given the wider spread of COVID-19 across the state and in line with health advice.
The COVID Transition (Consequential Revocations) Directions (No 3) revokes, as at 12:01am on Wednesday 15 June, the Remote Aboriginal Communities Directions (No 5) which previously contained the restrictions for accessing remote Aboriginal communities.
Note that some remote Aboriginal communities may choose to still apply their own restrictions. Suppliers and contractors who need to enter a remote Aboriginal community on behalf of Horizon Power should confirm the access requirements prior to arrival.
