If you’re connecting a Level 2 (2.4kW to ≤23kW) or Level 3 (greater than 23kW) EV charger, we need to know about it. Having visibility of large power connections helps us plan and maintain safe, reliable networks.
EV Connect has introduced new EVSE Technicial Requirements and a process that requires electrical contractors and installers to complete an online application form before connecting Level 2 or Level 3 EV chargers to our network.

Installing L2 chargers
If you’re installing an L2 charger you will need to notify us by completing the EV Connect application. We don’t assess most L2 charger applications, but we need visibility to help with planning and maintaining network stability.

Level 3 EV chargers place the largest demand on our networks.
When installing a Level 3 charger, costs may be incurred to conduct a network connection assessment, and additional costs may be necessary if the assessment reveals the need for any network augmentation.

What is EV Connect?
EV Connect is a new process for connecting certain types of Electric Vehicle (EV) chargers to the Horizon Power network. EV Connect requires electrical contractors and installers to submit details of proposed EVSE connections via a simple online form.
EV chargers are sometimes referred to as Electrical Vehicle Supply Equipment (EVSE). Electrical contractors and installers connecting EV chargers to the Horizon Power network must comply with the new EVSE Technical Requirements. -
Why is Horizon Power launching EV Connect?
As more of the community make the switch to EVs, and we see greater EV tourism across regional WA, EV Connect helps us plan for a future with increasing electricity demand placed on our network from EV charging.
EV charging will increase the total electricity demand within regional WA towns, where Horizon Power is responsible for maintaining a safe and reliable electricity network. Due to the sometimes high-powered nature of EV charging, the increased demand placed on the electricity network has the potential to impact network reliability.
EV Connect allows Horizon Power to track the installation of EV charger installations to support ongoing network demand forecasting and infrastructure planning activities. The proposed EVSE Technical Requirements will also ensure that network connected EV Chargers are able to support future customer solutions whilst ensuring network stability. -
What types of EV Chargers require an EV Connect application?
An EV Connect submission is required for Level 2 and Level 3 chargers.
- Level 2 chargers range from 2.4kW to ≤23kW.
- Level 3 chargers are greater than 23kW.

Is the application process the same for Level 2 and Level 3 chargers?
The EV Connect application is generally the same for Level 2 and Level 3 chargers, apart from a few extra details required for Level 3 chargers.
- Level 2 charger applications follow a registration process only, and may proceed directly to installation after the EV Connect application has been submitted, except Level 2 EV chargers being connected to a Stand-alone Power Systems (SPS).
- Level 3 charger applications, (as well as Level 2 applications connected to a SPS), require a detailed network connection assessment and connection approval before the EV charger installation can proceed.

Does Horizon Power need to approve EV Connect applications before I can install?
When installing a Level 2 or Level 3 EV charger, electrical contractors and installers will need to complete a EV Connect application.
Once you submit an EV Connect application, you can install Level 2 chargers unless the Level 2 charger is connected to a Stand-alone Power System (SPS).
Level 3 chargers (and Level 2 chargers connected to a SPS) require a network connection assessment, and approval from Horizon Power before installation can proceed.
Note: EV Connect applications will not require a complimentary load connection application unless other non-EV charger loads are being connected. -
Are there any costs for EV Connect applications?
There are no costs associated with an EV Connect application for either Level 2 or Level 3 chargers.
When installing a higher capacity Level 3 EV charger, a network connection assessment is required and there may be costs associated with this. The network connection assessment may identify the need for network augmentation to support the Level 3 EV charger installation and potential additional costs may be incurred. We will let you know about these costs if they apply. -

The EVSE Technical requirements include detail on key existing criteria related to single-phase, three-phase and multi-phase connections, including the Western Australian Electrical Requirements (WAER) and Western Australian Service and Installation Requirements (WASIR).
